How to face employees needs ?

When last week, I was asked to refurbish and redesign an intranet by a department manager, I was wondering if he asked people if he did implement a top-down or bottom-up around his intranet site to come next. Despite of the fact that surveys can be conducted throughout the year or at year-end (it depends of companies) destined to employees, and his view was of course reliable, how could I be sure that people could be happy in using the new web site without frustating him in asking him the question ?

Most of e- managers face sometimes some urgent needs from department management to cope with local needs depending on business, organization and that must be implemented.

That's why surveys and analytics are very useful tools to show how people use information and most of the time when showing the results to unit managers, surprises or astonishments can be part of the scene ...

Any other experiences to share in this field ?
